Summary
The independent auditor told the Oviedo CRA board she found no internal control problems and no disagreements with management; auditors and staff said more than $2 million was spent on the Geneva Drive (Citizens Lane) project and administrative costs were modest.
An independent auditor told the Oviedo Community Redevelopment Agency Governing Board that her firm found no material issues in the CRA’s financial statements for the year ending Sept. 30, 2025.
Helen Painter of the audit firm introduced herself to the board and said auditors "found no issues, no internal control problems" and had no disagreements with management while vouching invoices and performing analytical reviews. She thanked the finance department for its cooperation during the audit.
Painter highlighted that the largest single expenditure identified in the audit was work on the Geneva Drive extension, with "over $2,000,000 in expenditures on the Geneva Drive project" and approximately $60,000 in administrative costs; she also cited a $55,000 transfer to the general fund to account for time spent.
Earlier in the meeting a presenter summarized the CRA’s increment and valuation history, pointing to revenue and expense trends: the presenter said the CRA’s valuation increased to just over $359 million in the year described, producing $1,560,000 in revenue for the authority in that reporting year, and that recent higher expenses primarily reflected capital work on the Geneva Drive project.
The auditor’s unmodified presentation and staff’s financial overview were followed by no substantive questions from the board.
