The Village of East Dundee board postponed action on a proposed ordinance that would define pawn brokers and pawn shops and make them a special-use in certain business districts.
Staff initially recommended allowing pawn shops in B2 and B3 districts, but the Planning and Zoning/Historic Commission recommended limiting the use to B3 (the Route 25 corridor) to protect B2/Main Street character. Trustees raised concerns about allowing pawn brokers near the historic downtown and discussed geographic overlays, a 2,500-foot spacing restriction and refined boundary language to exclude certain historic or downtown areas.
A trustee moved to postpone the ordinance to the board’s Feb. 16 meeting so the village attorney could draft the revisions discussed; the motion passed.
The board did not adopt the ordinance on Feb. 2. Staff emphasized there were no pending pawn-shop applications, and that the postponement was intended to get the ordinance language right before a vote.
Next steps: the village attorney will prepare amended ordinance language reflecting the board’s direction, and the item will be returned to the Feb. 16 agenda for further consideration.
