Staff outlines median, monument and fountain repairs; recommends phased work

City landscape manager Kevin Maddox presented a staff review of medians and monuments the committee identified as needing work, offered cost placeholders and asked the committee to prioritize improvements.
Maddox said staff has identified several obvious needs and proposed placeholders including $75,000 for assessment-district rehabilitation, about $19,000 for new plantings and $34,000 for mulching. He noted the larger, high-visibility monuments (for example Tuscarora) and entry medians would deliver immediate curb appeal and recommended the committee prioritize those features. Maddox said each median is painted with a number on the bullnose so staff will provide a list of median numbers mapped to the proposed schedule to allow members and residents to drive by and review.
Maddox also addressed recent fountain problems. He said the South Fountain experienced a catastrophic failure caused by aging PVC piping under the basin; staff repaired the damage and, as a preventive step, are throttling (using a mechanical valve) the North Fountain to reduce stress on its piping until a full rebuild can be scheduled. Maddox said the city has one spare pump on hand and does not currently anticipate further issues but will monitor the fountains closely.
Committee members asked about tree replacements; Maddox said two live oaks recently removed due to apparent lightning damage will be replaced as part of the planting program. The committee asked staff to provide photos grouped by median number and more detailed cost estimates ahead of the special planning meeting so members can establish a prioritized five-year schedule.
