EDC describes phased study of Poor House Tract; historic survey planned

Members of the Economic Development Commission outlined plans Wednesday to study the Poor House Tract with a multi-phase approach and to seek grant funding for each phase.
Maurice Johnson, an EDC member in the audience, said he met with the Assistant County Administrator and the EDC executive director to develop an initial investigation and is hopeful the Board of Supervisors will approve the first phase before the holidays, with later phases following in 12 to 18 months. Johnson said the Virginia Department of Historic Resources has agreed to send staff in the spring to survey the site for historic structures and cemeteries.
The EDC is considering a range of potential uses, including light industrial development, housing, and recreational opportunities such as an equestrian trail. Johnson also said the EDC hopes to engage high school students in some projects to encourage younger residents to stay in the county after graduation. Commissioners noted site limitations, including the lack of on-site electrical service, which could increase development costs and affect which uses are viable.
No formal action was taken; the discussion was presented as an informational update. McKenzie, the county planner, confirmed the planned DHR site visit and the EDC’s timeline for phased approvals.
Next steps: The DHR site visit is expected in spring; the EDC will continue investigations and pursue grants and Board of Supervisors approval for phase one.
