Residents urge action on historic Perry House, vegetation fire hazards and street trash during Fremont oral communications

Several Fremont residents used the city's oral communications period on Feb. 3, 2026 to press the council on local preservation, public-safety and sanitation concerns.
Al Minard urged the council to prevent demolition of the Perry House on Olive Avenue, saying the planning commission voted twice to demolish the property and that staff did not refer the house to the historical architecture review board (HARB). "This house has never been reviewed by Harb...I'm blaming all of the city council because the city council approves the hiring of everyone..." he said, urging staff to refer historic buildings for HARB review before demolition.
Amin Shamzan described repeated fires in an overgrown vegetated lot near Curtis and Omar Street, said homeless encampments have expanded and recommended cutting vegetation before plants seed to reduce future fire risk. "This is fire hazard now," he said, urging the city to act.
Kristen, a longtime resident, told the council the homelessness situation is "out of control" and complained about theft and extensive roadside trash, urging the city to re-establish roadside cleanup programs and consider labor-based cleanup initiatives.
Mayor Saulan thanked speakers and noted that items raised during oral communications may be agendized for future meetings if council refers them to staff. Council did not take immediate action on the oral comments during the meeting.
