Resident urges city to press water board over 'toxic' Cabrillo Shopping Center site

Mary Murray, who said she has lived in the Cabrillo neighborhood for more than 30 years, urged the Fremont City Council to work with the state water board and property owners to address what she described as a toxic, abandoned site at the Cabrillo Shopping Center.
“...the whole site, it sits on a toxic, old dry cleaner, and the water board had told the people that own it that they were supposed to get that taken care of,” Murray said, listing a series of court orders and compliance dates she said were issued in October 2023, May 2024, August 2024, November 2024, and July 2025.
Murray said prior efforts—including petitions and mediations years earlier—had removed an old gas station but that the shopping‑center parcel remains decrepit and potentially hazardous. She said the site’s condition was of particular concern because of nearby Cabrillo Elementary School and because her grandchildren attend the school.
The mayor noted the council could not take action during oral communications but offered to connect Murray with staff for follow‑up; a staff member was identified to speak with her after the meeting.
