Colusa County approves Recorder fee update and $10 recording fee to fund notification program

The Colusa County Board of Supervisors voted 5–0 on Feb. 10 to amend Ordinance 845 to update certain Recorder fees and to establish a notification program that will alert parties when a deed, quitclaim, or deed of trust is recorded.

The action, which also requires instruments to include assessor parcel numbers that fully contain the described real property, authorizes a $10 recording fee for each qualifying instrument to support the notification system. The board approved an agreement with ParcelQuest to prepare and mail the notification letters and to support an electronic notification component.

The hearing opened at 9:30 a.m.; County Recorder staff comments were noted by Ms. Edwards before Chair J. Merced Corona called for public comment. No members of the public spoke, and the board closed the hearing before taking the vote. The measure passed with Supervisor Janice A. Bell moving and Supervisor Randy Wilson seconding the motion, with supervisors Bell, Smith, Boes, Wilson and Corona voting aye.

The ordinance change cites Government Code §27297.7 as the authority for the notification program. Implementation will require Recorder staff to collect assessor identification numbers on submitted documents and to coordinate with ParcelQuest for the notice mailings and electronic notifications. The board did not set an effective date in the hearing record; staff will publish procedural details and timelines following county administrative steps.

The board adjourned at 11:52 a.m.; the Recorder fee adjustment and notification program were the only public-hearing items on the posted agenda that day.
