Adrienne Gardner, Development Services Director, presented zoning petition ZCR #1275 seeking reclassification of two parcels near Mount Airy from Residential Limited (RL) to Highway Business (HB). Gardner said the Planning Board unanimously recommended approval and noted the parcels sit about one‑tenth of a mile west of Mount Airy city limits with adjoining HB zoning on other parcels.
Petitioner Howard "Bill" Hull spoke in favor of the rezoning. After reviewing consistency with the Surry County Land Use Plan 2040 and surrounding land uses, the Board—by motion of Commissioner Melissa Hiatt, seconded by Chairman Bill Goins—voted to approve ZCR #1275, finding the change reasonable and in the public interest because the area contains a mix of residential and commercial uses and existing HB zoning nearby.
The Board’s approval allows development under permitted HB uses; no conditional rezoning or additional site plan limitations were required for this action.
