Resident says city may be pursuing secession plans for Ardenwood and Warm Springs

Schwab said she grew up in Fremont and said she would not "recognize the city" if those changes proceed without public input. She asked council members to scrutinize the mayor’s agenda and to ensure any plan to change municipal boundaries is brought to a public vote if required by law.
