Cheryl Davila, identified by the clerk as a former council member, used her allotted public comment period at the Berkeley Joint Powers Financing Authority meeting Tuesday to allege a “genocide,” criticize council pay raises in 2020 and complain that public-comment times have been shortened.
Davila told the authority, “So here we are on day 700. I believe it's 07/1987 of the genocide.” She also criticized changes since 2020, saying, “y'all got a raise and have shortened your time dramatically, taking more breaks, longer breaks, and, you know, pretty much basically not listening to the constituents,” and later said, “it's really upsetting that you haven't done anything about, the genocide and that none of y'all support it.”
During Davila’s remarks the chair warned her about the remaining time, saying, “You have 45 seconds left,” and later told her, “I'm sorry. Your your time is up.” The transcript does not record a response from any member to Davila’s allegations. After public comment the members moved to adjourn and closed the meeting.
Davila asked the chair to restart her time during her remarks; the chair did not restart the clock on the record. The clerk had identified Davila to the authority prior to her remarks as “Cheryl Davila, former council member.”
