On industrial uses, the commission agreed that truck, tractor and trailer repair should be a special use in M1 (lighter industrial) but remain permitted in M2 (heavier industrial). ‘‘So if you wanted to recommend permitted in M2 and special use in M1, that’s reasonable,’’ a commissioner said.
Members also discussed video‑gaming cafes and distinguished them from restaurants that have gaming as an accessory use. Commissioners favored treating dedicated gaming cafes as a special use in downtown and commercial districts to control location and concentration. A separate conversation led to a recommendation to split concrete ready‑mix facilities and asphalt plants because asphalt operations are more disruptive (smoke/odor); commissioners suggested asphalt be handled more restrictively.
On retail, several commissioners asked staff to list smoking and vape shops explicitly rather than subsume them under a generic retail category; the commission generally favored requiring a special‑use review for those uses to avoid clustering near highway interchanges. For dry cleaning, commissioners recommended permitting dry cleaning that uses off‑site processing while making on‑site dry cleaning processing a special use.
Staff said they would update the Excel land‑use table and email a revised version to commissioners for review before the next meeting; the updated chart will incorporate the separations and special‑use designations discussed.
