The Village of Hampshire board approved a coordinated annexation package for property at 44 W 452 US Route 20 that includes an annexation agreement, a map amendment to M‑3 and a conditioned special‑use permit for outdoor storage.
Staff member Mr. Khan summarized the package and the conditions recommended by the planning & zoning commission, including limits on outdoor storage to the area shown on the site plan and a requirement that future owners seeking different uses return for approval. "The annexation subject properties are about 15 acres," Khan said during the presentation.
Several trustees expressed unease with the proposed M‑3 classification because it is the municipality’s least restrictive manufacturing district and could allow heavier industrial uses in the future. One trustee asked whether M‑2 or another district might be more appropriate and emphasized concerns about long‑term changes if the land were sold; staff and the petitioner replied that the special use limits outdoor storage and that any new use would need separate approvals.
The board voted to approve the annexation agreement and adopt an ordinance to annex the property into the village. During the roll call for the annexation agreement one trustee recorded a No (Miss Fodor). The board then adopted the map amendment rezoning the parcel to M‑3; that rezoning passed despite at least one recorded No (Mister Kelly). The special‑use permit for outdoor storage, limited to the mapped area and tied to conditions recommended by staff and planning & zoning, passed on roll call.
Planning & Zoning had earlier recommended conditional approval (5–0) and attached three conditions including limiting outdoor storage, requiring reapplication if a new business or use changes operations and restricting outdoor storage to the area shown on the site plan.
What happens next: If approved, annexation paperwork will be signed and recorded with the county; any future owner seeking a different use or expansions beyond the approved outdoor storage area will need to return to planning & zoning and the village board for approvals.
