City Attorney Derek Cole clarified why the public hearing and adoption occur at second reading when cities adopt uniform state codes. There was no public comment on this item. Vice Mayor Meadows moved approval, the item was seconded, and a roll‑call vote recorded council approval.
Councilmember Fuller asked a clarifying question during deliberations but the council otherwise treated the item as a routine compliance action required by state law.
