Council Member Williams said at the Jan. 6 Oakley City Council meeting she had met with union members concerned about a proposed project labor agreement (PLA) and requested fuller staff analysis of local-hire goals, apprenticeship pipelines and reporting requirements before the council takes up the item.
Williams said she wanted the PLA conversation to be "very, very complete" and asked staff for enough information so the item would not return prematurely. She said the goal was to ensure the PLA delivers local-hire benefits and apprenticeship opportunities.
Council Member Fuller responded sharply, saying he was offended by Williams' rhetoric and accusing her comments of casting a cloud over PLAs and implying there would be people coming forward to mislead the council. Fuller said such blanket statements were a misuse of power and legislative intent and urged that PLA discussions occur when the matter is formally on the dais. Fuller said he had raised the concern previously.
Williams replied that the point was not to impugn speakers and said she would "withdraw the second for now" to allow for more research rather than pressing ahead immediately with any action.
The exchange did not produce a formal motion or vote on the PLA; the council agreed to pause further action until staff can provide additional detail. The discussion highlighted differing views among council members about how and when to vet labor agreements and how much pre-meeting engagement to permit.
