The village board on Oct. 6 approved an ordinance granting a special-use permit for a banquet hall at 450 Dundee Avenue, after amending a recommended condition that would have required amplified music to end an hour before the venue closed.
A trustee moved to adopt the ordinance but to strike condition 7 — the time limit on music — arguing that guests at a private event would reasonably expect music to continue until closing: “If they’re gonna be open till midnight and they’re having a party, they’re gonna want music till midnight,” the trustee said during discussion. Planning staff explained the music-time recommendation was intended to stagger departures and avoid a large congregation in the parking lot adjacent to the River Haven property.
Planning and zoning chair Cameron Bruner, who addressed the board, said the proposal was designed to “spread out the dispersion of the parties at the end of the event” to reduce loitering and parking impacts. After discussion and the trustee’s amendment to remove the music restriction, the board adopted the ordinance as amended by roll-call vote.
The permit includes other conditions recommended by staff (interior use confinement for entertainment and bans on outdoor amplified events without separate approvals). Trustees said they expect to review the permit conditions if problems arise during operation.
