General Services Committee forwards most items to full Lewis County Board; one OHV trail item not advanced after recusal

At its Jan. 20 meeting the General Services Committee voted to forward Draft Resolutions 1–4 and 6–9 to the full Board (including CEMP updates, engineering services for the Marshey Road Bridge, acceptance of NYSDOT-acquired property, two OHV-related local laws, a reappointment, and an interfund loan). Draft Resolution No. 8 would reappoint Brian Reape to the Soil and Water Conservation District Board for a three-year term; the minutes record this item as forwarded. Draft Resolution No. 9 authorizes an interfund loan of $184,000 to the Solid Waste Equipment Fund for purchase of a Heavy-Duty Class B Road Tractor (total cost $230,891.32) with repayment terms specified; the committee forwarded this resolution as well.
What did not advance: Draft Resolution No. 5, which would set a public hearing on March 3, 2026 for an approximately 580-foot addition to the county OHV trail system on property owned by the Jeffrey G. Nellenback Irrevocable Trust, was not forwarded because Legislator Jeffrey Nellenback recused and the committee lacked a majority to act. The minutes record the vote as AYE 2, NAY 0, Recuse/Abstain — Legislator Nellenback, with the motion not carried.
