Deputy CAO Megan McCammon told the board that the Community Housing Collective and BAE Urban Economics published a regional housing needs assessment estimating roughly 3,232 new housing units are needed across the four jurisdictions in the region over the next decade.
McCammon said the distribution includes approximately 931 units in unincorporated Inyo County and 462 units in the City of Bishop. The study breaks needs across income bands, with the largest demand in smaller units (studios and one‑bedrooms) that would serve seasonal and workforce populations who currently commute or live outside the county.
The Community Housing Collective will work with local jurisdictions to build an "action plan" over the next six months, offering a menu of options — from fee structure changes to land acquisition and subsidy strategies — for each jurisdiction to choose how to proceed.
Why it matters: Local employers and the tourism economy rely on workers who often cannot find appropriate housing near jobs. By focusing on smaller housing types, the jurisdictions hope to improve retention of year‑round workers and reduce cross‑commuting.
