Council continues emergency repairs at Memorial Park; grandstand design work begins

The Susanville City Council unanimously agreed to continue emergency repairs at Memorial Park so staff can finish critical items after a July fire damaged the grandstand. City manager Dan Newton told the council the city had completed backstop-netting repairs and restored power to the scoreboard and snack bar, but some speaker wiring and a few third‑baseline power points still need work.
Newton said the city will continue emergency repairs to make the field playable while contracting out grandstand reconstruction work: "We currently have NSP engineering developing some conceptual design plans for that particular structure," he said, adding the grandstand replacement will not be performed under the emergency authority and will follow normal procurement. Staff noted the insurance company and accessibility rules will constrain the design.
Speakers discussed trade-offs between restoring a smaller structure that fits the old footprint and building a larger ADA‑compliant grandstand to maintain seating capacity. Newton said the design team is considering mass‑timber options, which staff noted can have fire-resistant characteristics and that ‘‘the structure is gonna look nice’’ while compliance with base‑flood elevation limits may restrict some approaches.
Members of the public expressed concern about the upcoming season’s playability and the stadium’s sound system; a volunteer announcer asked about timelines and contact points for progress updates. Council members said staff would keep the college and athletics contacts informed as design concepts emerge.
Council voted to continue the emergency declaration to allow staff to complete remaining repairs and proceed with design work for a permanent grandstand, and asked staff to report back with conceptual drawings and a proposed timeline for reconstruction.
