Staff explained the city’s EOP has not been updated in more than 25 years and that state and federal partners expect an updated plan. The recommended action was to adopt Resolution 2026‑30 authorizing a $50,000 budget amendment and to approve a consultant services agreement between the City of Sanger and Choletta Holdings in the amount of $98,879, with authority for the city manager to sign the agreement on the city’s behalf.
Staff said the initial $50,000 was included in the prior year’s budget but the RFP process produced higher bids; Choletta Holdings was the lowest‑priced responsive proposer and staff characterized the total fiscal impact as about $100,000 to start the project. The contract scope includes project management, development of an integrated EOP, staff training exercises and a draft plan for council review prior to adoption.
Council members asked about update frequency and departmental participation; staff said the EOP should be reviewed at least every five years with a substantial rewrite about every ten years, and that the plan will involve all departments and possibly the planning commission and citizen input. The council moved, seconded and approved the item by voice vote (recorded as unanimous with one absence).
