Finance director reports midyear finances; council hears pool funding uncertainty

The city’s finance director (introduced in the agenda as Shanta Jacks) presented the midyear report covering the first two fiscal quarters, outlining payroll and benefit totals, business license counts, sales-tax trends and department spending.

According to the presentation, the city recorded roughly $2.2 million in revenues (about 20% of the general fund budget) through the reporting period; sales tax showed a modest increase after adjusting for late payments and anomalies. The city began the year with a projected deficit driven largely by one-time projects; staff said they expect to recover some of that through grants, vacancy savings and project timing. Police and public-safety expenditures make up the largest share of department spending.

A resident asked whether the community pool would remain open this year. City Manager Dan Newton said the city council does not directly control pool operations; the Honey Lake Valley Recreation Authority Board has decided not to extend the season, but staff are working with the high school to try to identify funds to cover extended use and may bring a request back to the city and county if needed.
