The Susanville City Council unanimously authorized the city manager to execute an out-of-area service agreement with the Local Agency Formation Commission (LAFCO) to permit city water and gas service to a parcel currently outside city limits while the formal annexation and zoning map amendment proceed.
City Manager Dan Newton told the council the applicant has requested utility connections for a lot described in the record as "69 Centimeter 5 Crackdell Road" (address as transcribed) and that because the parcel lies outside the city, state law and LAFCO rules govern boundary and service changes. Newton said the parcel is already pre-zoned for single-family residential under the city’s recently updated general plan, which reduces the need for a general plan amendment; the applicant still must submit the annexation and zoning application and pay fees.
Newton said the city is coordinating with the Susanville Sanitation District to submit a joint application so the applicant pays a single LAFCO fee, and noted the city currently lacks an established fee for this type of agreement but will pass through LAFCO costs to the applicant.
Why it matters: The authorization lets staff temporarily extend utilities subject to LAFCO review and is a first procedural step toward annexation and service for the property. Council approval was unanimous.
