Council approves budget amendments and contracts for public works, safety and tourism

Oak Ridge City Council on Tuesday approved a slate of resolutions and professional services agreements covering capital projects, utilities and community programs.
Key approvals included:
- A budget amendment for the water works fund raising projected expenses to $25,908,404 to reflect updated revenue and grant expectations and to authorize ARPA/SWIG funding items as noted by staff.
- A resolution authorizing payment of $245,500 to Oak Ridge Schools for upgraded lighting at Kevin Kalia Field.
- Professional services agreements with Barbara McMurray Architects for architectural and engineering services for a replacement Fire Station No. 2 (not to exceed $335,000) and for a new animal shelter (not to exceed $315,000). Staff said the animal shelter design work came in under the $350,000 budgeted amount.
- A consulting services agreement for electric grid modernization, study and implementation support with Patterson & Dewar Engineers for up to $1,675,000 covering the next two fiscal years; staff noted work will continue on AMI, SCADA and substation upgrades.
- An amendment to Jacobs Engineering Group’s contract for construction administration and resident observation on the new water treatment plant; the amendment increased compensation by $1,654,500 to cover extended construction oversight and startup/warranty services and extends the agreement through project completion.
Other items approved included CDBG annual action plan allocations (estimated $211,245), transfer of a residential property to the Oak Ridge Land Bank Corporation for disposition, renewal of backflow preventer testing services ($77,875), an economic development contract for $55,080, and the annual contract with the Oak Ridge Convention and Visitors Bureau not to exceed $592,275.
Council recorded votes on each resolution; many were unanimous, and staff confirmed that necessary budget adjustments and procurement steps will follow normal contracting and reporting procedures.
