Commission signs off on correctional facility lift station completion and related contracts

Davis County commissioners on April 21 accepted a certificate of occupancy for the sanitary screening lift station at the Davis County Correctional Facility and approved the certificate of substantial completion dated March 5, 2026, finalizing contract closeout with the project architect and contractors.

Chief Arnold Butcher presented the occupancy and completion items to the commission, describing the lift station work as finished. "It's done. It's ours," he said. The certificate of substantial completion formalizes that the major work is complete and that remaining financial matters are handled through existing contract terms.

The commission also approved a standard service contract with Ace Recycling and Disposal to provide weekly dumpsters for cardboard and paper at the correctional facility (payable $2,808, term 04/21/2026—1/04/2027), and several training reimbursement agreements for deputies. Butcher described the training reimbursements as repayable receivables if an individual defaults on the terms.

Items also included county participation statements for the cooperative wildlife system and urban wildland interface wildfire mitigation agreements; staff reported these participation statements carry no direct financial obligation but help document county mitigation commitments.

All items (certificate of substantial completion, Ace Recycling contract, training reimbursements and participation statements) were approved by voice vote. County staff will finalize remaining closeout paperwork and monitor repayment terms on training reimbursements.
