Inyo County approves 13 leases with LADWP, citing fair-market adjustments and prioritized renewals

The Inyo County Board voted to approve 13 lease renewals with the Los Angeles Department of Water and Power at its March 17 meeting.
Assistant County Administrator Danelle Carrington presented the packet and explained the increases are based on fair-market-value adjustments and higher valuations for parcels with water attached. She described the batch as a prioritized set of leases that county staff has worked to move forward after years of holdover arrangements.
"I come today with 13 leases from the Los Angeles Department of Water and Power for your approval," Carrington told the Board, adding that some leases tied to concessionaires require additional negotiation and that Bishop Airport and Millpond leases are high-priority items still in active drafting or legal review. Staff said some leases had been in year-to-year or holdover status for an extended period.
Supervisors thanked real-estate staff and discussed next steps to address outstanding leases, concession issues and the need to coordinate on grant-eligible properties. After no public comment, the Board approved the 13 leases on a motion and the chair declared the motion carried.
County and LADWP staff said they will continue processing remaining leases in priority order, with more complex concession-linked agreements to follow. The record does not include a readout of individual rent amounts or a full vote tally in the public minutes.
