The Martinez City Council voted unanimously April 1 to accept two donations from Martinez Refining Company (MRC) totaling $290,000 to fund a new illuminated archway at a city entrance and a replacement play structure at Rankin Park.
Dominic, representing MRC, told the council the gifts were intended to support the city’s sesquicentennial celebrations and to improve family amenities. “We’re honored to be here tonight celebrating the hundred and fiftieth anniversary of the city of Martinez,” Dominic said while outlining the sponsorships and thanking City Manager Michael Chandler for coordinating project selection.
City staff said the sign contractor Ad Art is already designing the archway, with measurements and production expected in the coming months, and that play-structure vendors will deliver design options within the donation budget for PRMAC review next month.
The council opened the item to public comment before voting. A resident raised concerns about industrial emissions and past incidents at local facilities, saying the donations “sound like hush-hush money to keep us hushed,” and urging continued attention to air and water quality. That comment was not followed by a formal staff rebuttal during the meeting; no council member proposed rejecting the donations.
By motion, the council accepted the donations pursuant to the city’s donations and sponsorship policy (which requires council approval for gifts over $10,000). The motion passed on a unanimous voice vote.
City staff committed to returning with final design details for both projects; the play structure is expected to come back to the Parks, Recreation, Marina, and Arts Commission and then to council, with installation anticipated next winter pending parts delivery. The archway design work is underway and staff said they hope to install the sign within a few months.
Meeting materials identify the donors as Martinez Refining Company and list the donations under the city’s donation and sponsorship policy. The council did not attach conditions to acceptance beyond the standard process of design review and return to the council for final acceptance.
