Planning Commission reviews Phase 2 zoning-code draft on multifamily standards and general development rules

The Covina Planning Commission on Feb. 24, 2026 received its fifth study session on Phase 2 of the city’s zoning-code modernization project. Staff and Intra West consultants presented draft chapters addressing multifamily residential zones, mixed-use overlays, and a consolidated general development standards chapter.
The presenters said the update pulls many scattered regulations into a single general development standards chapter and adds six new sections, including accessory-structure rules, landscape standards (referencing state water-efficiency rules), measurements and graphics, outdoor storage screening, parking and loading (including shared-parking provisions summarized earlier), and street-naming procedures. "For the accessory structures, what we wanted to do here is make sure that we have some relevant definitions..." one consultant said, describing a standards matrix for setbacks, coverage and height limits.
Consultants explained the landscape standards defer to state water-efficiency regulations to avoid frequent updates. The update also adds guidance for bike parking and EV-charging stations. Staff said the draft chapters are preliminary and will return to the commission prior to public hearings; the next study session is scheduled for March 10. Commissioners thanked staff for the work and offered brief comments of support; no public comments were received during the session.
