Calabasas Council adopts electric‑mobility rules, re‑approves CalPERS amendment and confirms commission appointees

The Calabasas City Council on March 11 unanimously adopted an ordinance creating local regulations for electric mobility devices and approved administrative actions including an amendment to the city's CalPERS contract and several commission appointments. The mobility ordinance adds Chapter 10.24 to the Calabasas Municipal Code, establishes enforcement procedures and was read into the record as “ordinance number 20 26 4 23” with a CEQA exemption noted. The ordinance takes effect 30 days after adoption; council asked staff to prepare waiver forms, signage and outreach materials so enforcement can begin promptly.

Council members questioned where the ordinance applies on privately owned properties that are open to the public, such as ungated homeowners association common areas and commercial courtyards. The city attorney clarified that HOA common areas that are privately owned are not automatically public property and therefore would need to adopt the ordinance’s regulations, post required signage, and request enforcement for the city to enforce rules there. The mayor directed staff to prepare the required documents and outreach so property owners and retailers can implement the rules on day one of the ordinance taking effect.

Also on the consent calendar the council confirmed appointments following an open recruitment: Max Goltz to the Parks, Recreation and Education Commission (term ending January 2027), Karen Speeran to the Library Commission (term ending January 2027), and Jennifer Jasby and Doreena Shajari to the Calabasas Community Foundation Board for three‑year terms (the clerk corrected that those terms end in January 2029). Those present took their oaths of office at the meeting.

Separately, the council approved an amendment to the contract between the City of Calabasas and the Board of Administration of the California Public Employees’ Retirement System. Staff described this as a second approval to align dates and finalize signatures after the mayor signed originals the prior day; council voted to approve and staff will notify members when the fully executed contract is returned.

The council voted 5–0 on the mobility device ordinance and on the administrative items. The measures are administrative in nature; the city is preparing outreach materials and forms for property owners to adopt the new mobility rules and post signage required by the ordinance.
