Council authorizes crack-sealer purchase and directs staff to seek street funds first

The City Council authorized the purchase of a crack-sealer trailer (CraftCo Super Shot 125D, $86,147.30) to begin a targeted program of crack sealing and minor street repairs and instructed the city manager to attempt to fund the purchase from street funds before drawing on EIR money.
Public works staff told the council the equipment purchase included materials and could be kept busy by existing staff. A number of residents argued for deeper pavement repairs in spots with wide, deep failures; staff responded that the sealer will address many of the smaller and medium-size cracks to slow deterioration while larger sections may require cut-and-replace work.
The council voted 4–0 to approve Resolution 26‑3219 with the direction to look first to street operating or capital funds and use EIR funds only if no street funds are available.
In related consent calendar actions the council reduced the leased golf-cart fleet by 10 units (to 20) and directed that any future lessee absorb the existing cart-lease obligation; that consent motion also passed 4–0. Councilmembers said maintaining the golf course in working condition helps preserve the asset’s value for any future lease or management arrangement.
Next steps: Public works will schedule the initial sealing work (staff identified South Nuralia as a planned starting street) and will return with funding reconciliation and program details.
