Martinez approves umbrella business license to make events easier for vendors

The Martinez City Council voted to authorize an umbrella business license for community event organizers, a step staff said will reduce administrative and cost barriers that have kept small vendors from participating in downtown events.

Planning and economic-development staff presented a model used by peer cities: a single event organizer would obtain a $100-per-event processing permit that temporarily covers participating vendors for the duration of that event. Staff noted that food trucks and other vendors would still be required to comply with health permits, tax obligations and any other applicable codes; the umbrella license simply removes the requirement that every vendor obtain a separate city business license for a short, event-specific appearance.

Downtown Martinez and the Chamber of Commerce told the council the change will boost participation in farmers markets, open-air markets and other community events. “The easier we make it for our small businesses to show up, the stronger Martinez becomes,” Sarah, executive director of Downtown Martinez and Co., said during virtual public comment.

Councilmembers asked staff to require that the umbrella application list participating businesses and to waive the $100 fee for city-sponsored events and partner organizations. The council approved the resolution with those two changes on a unanimous roll call vote.

What’s next: staff will update the special-event permit process to include vendor lists with the umbrella license and implement the fee-waiver policy for sponsored events. Event organizers should continue to ensure vendor compliance with health and tax rules.
