Cudahy adopts 2025 General Plan/Housing Element annual progress report; city reports housing permit progress

The Cudahy City Council approved the 2025 General Plan and Housing Element annual progress report, which the city will file with the state Office of Land Use and Climate Innovation and the Department of Housing and Community Development (HCD). Juan Rauls, community development director and assistant city manager, told the council the city's 8-year RHNA allocation for 2021–2029 is 393 units and that the city has accounted for 264 units so far (including permitted projects). He noted that in the last year the city added more than 160 units and that the Cudahy Seniors project accounted for 140 permitted units that count toward the total.
Rauls explained that the annual progress report documents both housing production and implementation of programs in the general plan; the report is a data-submittal action and not subject to CEQA. The council voted to adopt the report and to authorize staff to file the document with state agencies.
Council members thanked staff for progress and noted the need to continue advancing housing and associated supportive programs. The motion to adopt the report passed unanimously.
