Cudahy council approves ADA-focused CDBG project, authorizes RFPs for FY 2026–27

The Cudahy City Council on Jan. 20 authorized staff to release requests for proposals and approved a CDBG-funded city facilities ADA improvement project that staff said can be implemented within 12 months.
At a public hearing, a senior planner told the council the city’s estimated annual CDBG allocation for 2026–27 is approximately $274,000 and that carryover funds from prior years raise the project pool to roughly $562,000. Staff said new federal documentation requirements for direct-benefit activities mean the city must verify legal status for some recipients and recommended projects that rely on area-wide eligibility where possible.
Council members asked about maintaining past programs, whether business-assistance awards could waive fees and how to prioritize life-safety needs. Staff said fee waivers were not included in the proposed economic-assistance model, that direct-benefit activities require additional verification, and that projects were selected in part because they can be completed quickly to meet spending deadlines.
Council discussed two options: Option 1, a second phase of ADA improvements to city facilities (building on work funded in 2020 and focusing on access for seniors and people with disabilities), and Option 2, a rehabilitation of the Fair Park basketball facility including flooring, restrooms, ADA upgrades and water-damage repairs. Several council members emphasized ADA and life-safety needs when weighing the choices.
Council member [motion-maker] moved to authorize staff to release RFPs for CVPG housing rehabilitation, administration and labor-compliance services for FY 2026–27 and to adopt Option 1 (city facilities ADA improvements). The motion was seconded and approved on a roll-call vote.
Staff said approved CDBG projects will be reflected in the 2026–27 budget adoption process and that adjustments could follow as final allocations are confirmed by the administering county agency.
The council directed staff to proceed with the procurement steps and to return with any necessary contract executions related to the program.
