The Fountain Green Planning Commission on April 9 denied a garage-and-shop permit application for the Baileys and set specific questions applicants must answer before re-submittal, approved an amended subdivision plat and a shed permit, and took an initial vote to begin drafting an ordinance to allow detached accessory dwelling units (ADUs) with conditions.
Baileys' garage/shop application: Commissioners identified conflicting setback measurements across the submitted drawings (20 feet vs. 25 feet), uncertainty whether the project would reuse an original foundation (which could affect grandfathering), and the applicant was not present to answer questions. After extended discussion, Commissioner S3 moved to deny the application "based on the questions that we have established regarding setback and demolition"; the motion carried with the commission voting in favor. Staff was instructed to send the Baileys a written list of required clarifications and to request their attendance at the next meeting.
Subdivision amendment: The commission approved an amended subdivision plat for the Big Spring subdivision (application for Kyle Johansson). Staff reported county-recorder review is complete and signatures are required. The commission voted to approve the plat amendment; staff will collect the necessary signatures and record the amendment with the county recorder.
Shed permit: A shed application (applicant introduced as Kevin, S9) was reviewed for setbacks and height. Commissioners confirmed the proposed peak height would be 12 feet and that the fire chief had signed off; the commission approved the shed application unanimously.
ADU ordinance work: Commissioners discussed a recent survey and examples from other cities and took an informal vote of the commission’s preferences. A majority supported exploring a detached ADU ordinance if lot-size reductions would not be mandatory. The commission agreed to begin ordinance drafting over the summer with a target to bring proposals to the planning commission in August or September.
