The Covina Planning Commission on March 24 approved a conditional use permit that will allow AlphaFit to operate a 2,852-square-foot fitness facility at 753 East Edna Place.
Assistant Planner Alvar de la Torre presented CUP 26-001 and told commissioners the site is part of a roughly 4.38-acre parcel with three multi-tenant industrial buildings totaling about 99,272 square feet. He said AlphaFit proposes small-group, appointment-based fitness classes, typically two to 10 participants per session, and recommended adoption of Resolution PC 2026-003 approving the permit and making a determination of exemption from the California Environmental Quality Act (CEQA).
Owners who identified themselves as Carlos and Karina told the commission the business has operated for 12 years and said the proposed use will "be a beacon of like health in that part of town." "We've been in business for 12 years, and we're very grateful for that," one of the applicants said. The applicants said they currently operate in Covina and are expanding into the proposed location.
Commissioners asked about parking and operational impacts. One commissioner said a recent site visit showed many empty spaces. Staff said Building 2 has roughly 67,531 square feet with 135 allocated parking spaces and that AlphaFit is assigned four parking spaces (one for employees and three for participants). Staff explained AlphaFit's primary hours generally occur when on-site industrial users are closed or concluding their activities, allowing for shared parking and "minimal to no impact" on neighboring businesses.
Commissioner Flores moved to approve the conditional use permit; Commissioner McMeekin seconded. The commission adopted Resolution PC 2026-003 and approved CUP 26-001 by a 3-0 vote, with two commissioners absent. The Planning Commission's decision is final unless timely appealed within 10 days.
The action follows a staff presentation and brief remarks by the applicants. Staff also announced a community walk audit on April 3 intended to support the city's ATP Cycle 8 grant application. The commission adjourned to its next regular meeting on April 14, 2026.
