The Covina City Council voted unanimously to adopt Zoning Code Amendment ZCA 26-1, a targeted update to the city's parking chapter intended to streamline joint-use and shared parking regulations.
Planning consultant Nancy Fong told the council staff had already reviewed multiple draft chapters and identified two parking sections requiring immediate attention. The changes clarify when the director may approve a 50% parking reduction for mixed-occupancy projects and when the Planning Commission may approve a 15% reduction for projects spanning multiple buildings. Staff also proposed qualifying criteria for shared parking, required parking studies, and said reciprocal parking easements could be imposed as a condition of approval.
Fong said the amendment is administrative, does not authorize development and is exempt from CEQA. Council members asked where recurring open-air pop-up marketplaces might locate (staff cited interest at Shoppers Lane and a commercial center near Roland and 2nd) and sought confirmation that health and fire review would be required for food vendors and similar events.
Councilmember King moved to adopt ZCA 26-1; Mayor Pro Tem Delgado seconded and the council approved the ordinance by unanimous roll call.
Staff said the full zoning-code update will continue and that this standalone amendment addresses immediate regulatory obstacles for businesses seeking temporary or recurring pop-up events.
