Planner Clicker told the board the petitioner currently operates Old World Granite at the site and will occupy the western half of the building for truck inspection, diagnosis, repair and trailer fabrication. The planning commission recommended approval contingent on 12 conditions, including: removal of a non-permitted outdoor structure attached to the east side before occupancy; submission of a business license and application to Community Development (already done); building permits obtained before work begins; parking spaces striped by June 1, 2026; all vehicle service performed within the enclosed building; heavy-vehicle storage only in the six designated heavy-vehicle stalls; prohibition on dismantling or salvage operations; and compliance with building, fire and health codes.
The petitioner told trustees the operation will focus on quick, road-service repairs — tire replacements, brake work and other on-the-road fixes — and not long-term fleet maintenance or heavy-fluid services that would raise EPA concerns. "We were fixing them as we go... we were fixing them as we go, and we noticed that there's a demand in the market," the petitioner said, adding used tires would be removed by a third-party hauler and that the business plans to keep work inside the building.
Trustees asked for clarity on storage and wastes; the petitioner said only a small number of tires (one to three per week) might be handled and that disposal arrangements were in place. Following discussion, the board approved the special-use ordinance by roll call with unanimous support.
The approval is conditioned on the planning commission’s requirements; staff and the petitioner must secure permits and satisfy conditions before VA Prime can commence operations.
