The Budget and Fiscal Advisory Committee voted on April 16 to recommend a contract with Program 11 for creative services and to facilitate summer focus groups tied to the Behavioral Health Services Act community planning process. Deputy Director Kendra Zahler presented the recommendation after an informal solicitation to 27 organizations produced four bids; Program 11, a Los Angeles-based research-first creative agency, scored highest on experience, cost-effectiveness for the community planning project and capacity to manage concurrent deliverables.
Zahler described the scope as facilitation and synthesis for 12 virtual sessions across 10 regions, participant stipends and accessibility accommodations. "For that part of the quote, it includes 12 virtual sessions across 10 regions, participant stipends, accessibility accommodations, facilitation, synthesis, and report out," Zahler said. Staff intends to use a portion of three‑year Proposition 1 implementation funding to support the project and cover the community planning elements.
The committee moved, seconded, and passed the recommendation; if both the Budget and Fiscal Advisory Committee and the Legislative and External Affairs Committee recommend approval, the contract will be eligible for consent at the commission’s May meeting.
Next steps: staff will finalize contract terms and return any additional procurement details at future meetings.
