The Cudahy City Council adopted Ordinance No. 767 on Monday to bar city personnel from knowingly permitting civil immigration enforcement activities—such as staging or operation bases—on city‑owned or city‑controlled properties.
City Attorney introduced the ordinance, which allows narrow exceptions for actions taken pursuant to a valid judicial warrant or court order and for exigent circumstances such as imminent danger to persons or property. The ordinance does not restrict criminal law enforcement actions when civil immigration enforcement is not the primary purpose.
Council members expressed support for the measure as aligning with similar policies adopted elsewhere and directed staff to place signage and adjust contract language where appropriate. A motion to adopt the ordinance was made, seconded and the council approved the item; a roll call was requested for the ordinance vote and recorded.
The ordinance will allow the city to designate and sign city properties as restricted for civil immigration enforcement purposes and to align city practices with the adopted policy.
What’s next: Staff will implement the ordinance language and prepare signage and administrative updates to ensure contracts and city personnel practices comply with the new chapter.
