Council directs revisions to Mecham’s Country Garbage contract; rate lock and ordinance language remain unresolved

Rocky Ridge councilors on March 18 reviewed a proposed residential collection contract from Mecham’s Country Garbage and directed staff to work with the contractor on revisions before signing.
Neva Ray said the town currently lacks a signed contract and that Jay Mecham presented a version incorporating changes requested by Council Member Dallin Mangels in December 2021. The contract as presented included a proposed five-year rate lock (updated from two years), an exclusivity clause for residential collection and a contracted rate of $10.50 per month per residential collection customer.
Council members discussed Section 7 language about landfill fees and the possibility that future scale installations at the Nephi Landfill would change disposal billing from per-container to weight-based charging. Under that scenario, the contractor could increase rates, and the town would no longer pay separate landfill fees.
The contract included a requirement that the town adopt an ordinance requiring garbage be placed in automated containers. Council consensus was to remove that ordinance requirement; the preferred revision was that the contractor not be obligated to pick up garbage not placed in approved containers. Ray will coordinate contract revisions with the contractor and return the contract for approval at a future meeting.
No signing occurred at the meeting, and council took no formal vote on the contract terms.
