Later in the meeting the council approved, all in favor, final readings for a small annexation and related zoning for a 2.496‑acre parcel owned by Tapias LLC (items 15a–15c). Staff described the annexation as compliant with the city’s model annexation agreement and reported no contested issues at the hearing. The annexation ordinance, zoning map amendment and annexation agreement were adopted by roll call.
