Summary
The Travestal County Budget and Finance Committee approved minutes and routine financial statements, unanimously approved several budget amendments and grant acceptances (including ARPA allocations and a $30,000 senior center item and multiple grants) and forwarded them with a favorable recommendation to the full county commission.
The Budget and Finance Committee of Travestal County approved the March meeting minutes and routine financial statements and voted unanimously to forward a set of budget amendments and grant acceptances to the full county commission.
The committee chair opened the meeting, asked members to review the March minutes, and oversaw a motion ‘‘by Mister Ford, second by Jeff Gregory’’ to approve the minutes, which passed on a voice vote. The committee then reviewed the trustees’ cash balances and purchasing oversight reports; both were approved after members confirmed routine controls and the presence of certificates of deposit highlighted by staff.
Why it matters: The committee’s approvals formally move internal transfers, grant acceptances and project match commitments to the county commission for final action. Those items affect available ARPA and reserve balances, capital project timelines and grant-funded programs.
Committee members reviewed several budget amendments and grant awards in detail. The committee approved a $30,000 package for the senior center—$20,000 transferred from the senior center reserve and a $10,000 donation from Enbridge—to update the senior center kitchen for an upcoming nutrition program. A state library technology grant will purchase two desktop computers and associated software with a $3,400 county match from library reserves. A Homeland Security grant of $23,316 was approved to purchase radios and pagers for the rescue squad; no county match is required. The committee also approved a $100,000 Brownfields assessment grant to evaluate two properties (the Train Depot and the PED Building) that could qualify for further remediation funding.
‘‘These are all sent to county commission with favorable recommendation,’’ the chair said after the committee voted to approve the package.
The committee also confirmed several end-of-year internal transfer adjustments—shifts among unemployment compensation, court and security deputies, animal shelter maintenance and other line items—and a small sheriff-budget adjustment related to overtime, social security and retirement contributions. Staff noted some sheriff overtime lines remain above typical thresholds and said the law enforcement committee will continue to track that issue.
The chair emphasized that several revenue percentages are materially affected by grant line items: total revenues through March were presented at 72.5% of budget but excluding grants rise to 87.3%, a distinction the committee used to evaluate the fund positions.
What’s next: The approved amendments and grant acceptances will be presented to the full county commission for final approval. The committee asked staff to circulate documentation and to place any line-item clarifications (for example, certain maintenance and repair charges) on the next law enforcement or finance agenda for follow-up.
