Alabama Board of Pardons & Paroles denies most parole requests, grants five with conditions

The Alabama Board of Pardons & Paroles met in Montgomery on Jan. 22, 2026, and denied most parole requests on its daily docket while granting parole to five individuals under specific conditions.
The board, chaired by Hal Nash with member Gabrelle Simmons present, approved the Jan. 21 minutes before moving through the daily pardon/parole docket. Board Secretary Nicole Lewis recorded the actions.
Of the cases considered, the board granted parole to five people: Kristen L. Darby (AIS# 340145); Terrance D. Smith (AIS# 234388); David S. Burrell (AIS# 317185); Phillip L. Smith (AIS# 264092); and Abraham Perez (AIS# 285735). Grants were conditioned on requirements that differ by case but included completion of Crime Bill-related requirements where cited, placement in approved halfway houses, participation in NA/AA, GPS ankle monitoring, mental-health follow-up and drug assessment on release. Several grants specifically required completion of the Perry County Probation/Parole Reentry Education Program (PREP).
The board denied parole in a majority of cases. Examples of denials with reset dates include Ricky D. Robertson (AIS# 326970), Rontavius T. Holloway (AIS# 276501) and Marcus J. Nash (AIS# 285824), each given reset review dates ranging from January 2027 through January 2031. A subset of denials recorded no reset date in the minutes (for example, Kendrick M. Lewis, AIS# 297653; Jesse R. Mitchell, AIS# 319585; and Robert L. Rape, AIS# 122668).
Victim representatives and victim services staff were noted opposing parole in numerous cases. Ky' Toria Lawson (VOCAL) and Sarah Deneve (Victim Services Office, Alabama Attorney General’s Office) are recorded repeatedly as speakers against parole during the docket. Investigators and local law-enforcement representatives also appeared on the record opposing release in specific cases.
The board additionally reviewed attached lists of files for revocation and delinquent parolees as part of routine business. The meeting adjourned at 11:33 a.m.; the next meeting is scheduled for Jan. 28, 2026, at 8:00 a.m. in Montgomery.
