"We have received proof of publication that the budget amendment, the notice for the hearing was published in the newspaper on May 20 so that meets the requirements," Blankenship said.
Board members discussed broader concerns about modern newspaper schedules and whether current state rules about "newspaper in general circulation" remain fit for purpose given increasing reliance on digital news. A board speaker said the state specifies which publications qualify for legal notices and suggested that any change to accept digital postings would require legislative action.
With no members of the public speaking during the hearing, the chair asked for a motion to adopt the FY25 budget amendment; the motion was made and seconded and passed by voice vote, recorded as 5–0 in favor. No individual votes were recorded on the transcript.
