Committee tables proposed loading zone at Viva’s daycare, asks staff to explore side-street option

The Traffic and Safety Committee voted to table a staff recommendation to install a 3-minute parallel passenger loading zone in front of Viva’s daycare at 204 Division Street, citing safety concerns during peak drop-off and pick-up times.

Staff reported that the daycare is in a residential area on a two-way collector with parking on both sides and that the loading zone, if approved, would be enforced during weekday morning and afternoon peak hours (7:30–8:30 a.m. and 3–5 p.m.). The staff report also noted that, if final approvals are granted, a resident (or business owner) would be required to pay for the Public Works installation because the change benefits a single site.

Committee members raised several objections: parents already use nearby Cannon (Canner/Canna) Drive for drop-off, the front-of-site curb could push more loading activity into an area members described as dangerous given prior local collisions, and parking on the adjacent alley might alleviate the need for a front-zone. Chair moved to table the item and directed staff to investigate whether a Cannon Drive-side or alley-side loading configuration would better balance safety and access. The motion carried; the vote was recorded as unanimous with one abstention noted for legal reasons.

Staff will return with site measurements, additional photographs, and recommendations at the next meeting so the committee can reassess the proposal.
