At the meeting, members voted to approve staff recommendations to install red-curb (no-parking) markings at the Palm Avenue and East 17th Street intersection to improve sightlines for vehicles exiting East 17th Street.
Staff reported a site visit confirming red-painted curb at the northeast and southeast corners and identified obstructed sightlines caused by parked cars and a utility pole. Based on that evaluation, staff recommended two changes on Palm Avenue: 20 feet of red curb (no parking) on the west side north of East 17th Street and 10 feet of red curb on the west side south of East 17th Street; each change will result in the loss of one parking space.
Staff noted a state regulation referenced in the meeting (transcript reference: “v 4 0 1 3”) that is expected to expand required no-stopping/no-parking treatments at intersections; staff said that requirement may reduce the number of individual red-curb requests in the future and that priorities will be set by traffic volume and safety need.
Yvonne (Chair) moved to approve the staff recommendation; the motion carried on an affirmative voice vote. Staff said the work will be prioritized and scheduled according to available resources.
The committee sked staff to check historical records for why only one corner had previously been painted and to confirm whether any existing markings were painted in error; staff agreed to follow up.
