Staff recommended the resident (property owner) pay for the public-works work because the change primarily benefits a single business.
Members discussed site constraints — including areas of dirt shoulder and a lack of concrete that could be damaged if vehicles park off the paved surface — and asked staff to coordinate follow-up on payment and any red-curb adjustments. The chair’s motion to approve staff’s recommendation passed on a second and a unanimous voice vote.
