Scott County School Board re-elects David Templeton as chair, installs officers and approves claims and staffing actions

The Scott County School Board met for its annual organizational meeting on Tuesday, Jan. 6, at the Scott County Career & Technical Center. David Templeton was re‑elected chair for 2026; Steve Sallee was elected vice chair. The appointments were made by motion and unanimous vote of the five members present, according to the minutes. The board also appointed Sherri Christian as Clerk of the Board and Megan Gillenwater as Deputy Clerk for 2026.
The board approved the meeting agenda and the Dec. 2, 2025 regular meeting minutes on unanimous votes. On a motion by Vice Chair Steve Sallee, seconded by Daniel Meade, the board approved claims recorded in the packet: School Operating Fund invoices and payroll lines (invoices shown as $751,027.41; payroll and related deposits recorded in the minutes), electronic payroll and retirement deposits, electronic tax deposits, Cafeteria fund invoices and Head Start invoices totaling $99,563.08. The minutes list warrant ranges and electronic deposit categories for the record.
Assistant Superintendent Jason Smith presented personnel items. The board approved the retirement of Retha Darnell effective Dec. 2, 2025, and approved the substitute list. The board also approved an updated job description and title for a Behavioral Interventionist; the job description specifies a master’s degree in psychology, social work or a related discipline, duties for behavior plans and training, and physical/behavioral‑management expectations.
The board voted to enter a closed meeting at 6:38 p.m. citing Code of Virginia §2.2‑3711(A)(1) (personnel) and §2.2‑3711(A)(7) (consultation with legal counsel on probable litigation). Members returned from closed session at 8:22 p.m. and certified by roll call that the meeting had complied with the law and that only matters identified in the motion were discussed.
On the business agenda the board approved a Contractor Certification of Compliance form required by Va. Code §22.1‑296.1 for contractors with direct student contact; the form requires contractors and their employees to certify absence of disqualifying convictions for service on school property during school hours or school events.
Chair Templeton expressed gratitude to board members for re‑electing him and offered condolences for former board member Gail McConnell. The organizational meeting adjourned at 8:25 p.m.; the next regular meeting is scheduled for Feb. 3, 2026, at 6:30 p.m. at the same location.
