Staff (S6) and planning representatives outlined missing items: bonding or a line of credit, up-to-date cost breakdowns, bridge plans, deceleration-lane engineering, and required letters from UDOT and the local water conservancy district. Staff noted some documents in the packet were dated 2024 or earlier and that engineering reviews (Jones and DeMille) had not yet completed required checks. The board agreed that Planning & Zoning should receive a complete, itemized packet before the town considers final approval and that the applicant should resubmit with the missing materials.
Separately, the board approved a rezoning for an applicant introduced during the meeting (Cade Iverson). Chair (S1) and council members said Planning & Zoning had previously approved the zoning change and preliminary plat to allow engineering work, and the board recorded a motion to approve the rezoning. Members reminded the successful applicant to record the approval within one year or the approval will lapse.
Staff also reported the town’s subdivision ordinance dates from 2006; the town has engaged Hays, Godfrey & Bell and the Utah League of Cities and Towns (ULCT) to update the ordinance and help align local rules with recent state changes.
Next steps: applicant to return with a complete packet to Planning & Zoning; staff will coordinate the ordinance update with Hays, Godfrey & Bell and ULCT.
