The Willard Planning Commission voted to recommend the city's draft economic development strategic plan to the city council after staff presented revenue and mapping details and county/city coordination on future land uses.
Staff reported that the state park is an important revenue source for the city and that both sales tax and transient (bed-tax) revenues have been confirmed from that source. Commissioners said they reviewed county mapping and noted only minor differences in designation west of I-15 where utilities are not yet present. The staff presentation recommended keeping South Willard included in the city's plan while acknowledging utilities will dictate the timing of residential conversion.
Diane (speaker 7) moved that the commission recommend approval of the draft economic development strategic plan; the motion was seconded and approved by voice vote. Staff and commissioners noted the commission will review the plan again on its five-year cycle, and that annexation and infrastructure timing will continue to dictate development timing in South Willard.
