Albert Lea approves multiple zoning and signage code amendments

At its May 27 meeting the Albert Lea City Council adopted seven ordinance amendments to Chapter 50 (various articles and sections) addressing setbacks, building materials, and sign regulations.

City staff said the planning commission recommended approval for each amendment and summarized the key changes: removal of conflicting front-yard setback language to match the defined front yard; allowance for steel siding with exposed fasteners on portions of buildings not substantially visible from the public street (exposed fasteners limited to 60% of the building face); a definition for real estate signs and clarification on how far a wall sign may extend beyond a building element; addition of directional/window/real estate signs to the list of signs exempt from permits; decreased numbers of flag or feather signs allowed per frontage with increased allowable wall signs per site (particularly in B2 commercial corridors and industrial districts); and a B2 Community District requirement that at least 10% of linear ground-floor frontage be windows while prohibiting visibility of cannabis, hemp products, liquor, tobacco or related paraphernalia through those windows.

Council acted on each ordinance by motion and vote; the motions carried without recorded opposition. Staff also presented a resolution to publish the required ordinance summaries so the public can obtain the full ordinance texts; council approved publication.

These amendments affect building aesthetics and signage rules across commercial and industrial districts and will guide future permits and development review.
