Cobb County Board approves consent agenda including $851,265 Perkins grant and multiple construction contracts

The Cobb County Board of Education on the evening agenda approved a broad consent package that included accepting federal grant money, authorizing construction contracts and architect appointments, and approving routine district business.
CFO David Baker presented the monthly financial report (in arrears, covering May 2025) and staff then moved several capital and operational items onto the consent agenda. Dr. Melanda recommended accepting the FY2026 Carl D. Perkins V program improvement grant, a federal award of $851,265 to support career, technical and agricultural education programs; the board placed that acceptance on consent.
The board also approved a guaranteed maximum price (GMP) for Career Academy No. 2 at Allotoona/Altoona High School (staff identified the GMP as $27,982,204 to the construction manager at risk), multiple architect appointments for renovation and HVAC projects across the district (design-fee estimates around 5% of project cost, individually listed at $214,194.05 for Cheatham Hill; $562,834.45 for Dodger Middle School; $351,855.65 for Vaughn Elementary; and $639,627.67 for Kennesaw Mountain High), and a contract recommendation to improve sites at 440 and 460 Glover Street (recommended bidder listed at $1,971,538). Staff said the Glover Street work removes old slabs and will result in parking improvements.
The board also approved a contract recommendation for the Veterans Memorial Transportation Facility (fueling station plus bus and car parking) with a recommended bid of $4,589,000, and authorized a purchase of seven 2026 Chevy Tahoe pursuit/special-service replacement vehicles under statewide contract for $386,044. Several of these items generated board questions during the presentations, but staff recommended and the board placed them on consent.
The meeting included a formal motion to move the January 2026 regular board meeting from Jan. 15 to Jan. 22; Board member Scammerhorn moved the change, it was seconded, and the board voted 7-0 to approve the calendar change.
The board also handled routine appointments to the Cobb Schools Foundation and Facilities & Technology Citizens Oversight Committee and recessed to executive session on land, legal, personnel and student matters.
Staff said they will provide follow-up materials requested by board members, including elevation drawings and further cost/applicability details where members asked for them.
The board is scheduled to reconvene after the recess for executive-session business.
